Former Sabah Police Commissioner Datuk Hamza Taib, in the RCI report, revealed that 25 to 30 per cent of illegal immigrants were responsible for criminal activities in the state while the rest were committed by Malaysians.
He said there was no indication whether the 70 to 75 per cent included immigrants who had obtained Malaysian identity cards illegally but he assumed they were.
He also said although the figure of immigrants responsible for criminal activities was quite small, it was still a matter of concern following previous evidence brought forward by former Sabah Chief Minister Tan Sri Chong Kah Kiat.
In previous deportation operations or exercises conducted on squatter settlements, authorities found weapons and firearms, which should be a matter of security concern which is further strengthened by the Lahad Datu intrusion.
The report findings also showed that
under prison space and cost, prisons in Sabah were congested and facing difficulties in carrying out rehabilitation programmes for non-citizens.
Sabah Headquarters Deputy Superintendent of Prison Kalbin Mohd Said the total amount of expenditure incurred by the Prison Department for non-citizens is RM604 080,840 for a period of six years, from 2006 to 2012.-NST
